These rules govern every Frame submitted while they were in force, through all of its stages. The fingerprint is recorded with each stage result, so anyone can confirm which rules decided it.

- Passing. "At least" means a result exactly at the threshold passes; "more than" means it fails. Yes share is Yes votes out of the votes counted.
- Quorum. Only votes actually cast count toward quorum, never non-responses. A stage that misses quorum is re-run with a new group or fails, as its stage says above.
- Non-voters. Missing votes are never counted as No unless a stage above says so.
- Early close. A stage closes before its deadline once every assigned Reframer has voted.
- New group each stage. Reframers are chosen at random from eligible participants. Anyone selected for one stage of a Frame is never selected again for that Frame, and the Framer is never selected for their own.
- Pauses. If an administrator suspends a Frame, voting pauses, and the time lost is added back when it resumes.
